How to install the package version win10 or win8.1

I want to put the package version of this game (xp version) to windows10 and windows8.1 but can not be installed.
I think what a good way.

steam version is I can play you have installed, but not localized into Japanese, I want to comfortably put the Japanese package version in order to play.
