just bought and now this MISSING STEAM.DDL AFTER UPDATING!!

Ok after stressing for about an hour trying to fix this god damn game i have no solutions left but to post for help. I installed the game for steam* and it worked when launched but the resolution was wrong so i changed it in the options but it would not work so i updated the game with the 3d patch on this* site and now the game wont launch at all, Missing steam.dll, i have tried reinstalling the game, deleting all files, verifying the cache, downloading the steam.dll and placing it in the directories restarting the computer, and it still doesn't work.
I am on windows 8.
Can anyone help??
